Meta Ecosystem — Operational Track

Operational track within the Meta global ecosystem covers the four-year span from April 2021 to early 2025. The core engagement — thirty-one months at the Lisbon Hub via the Meta vendor network — ran from April 2021 to November 2023. Recall to Athens in 2024 supported the Ray-Ban Smart Glasses launch over a four-month period. Continued advisory referral relationships across the Meta network through 2025.

Lisbon Hub responsibilities included: managing advertising portfolios exceeding €300,000 per month across five geographies; achieving single-client ROAS peaks of 16,571.43%; coordinating ongoing training for the 800-person Lisbon site through roundtable governance with Meta’s EMEA headquarters in Dublin; delivering 300+ onboarding cycles; serving as operational lead for the Israeli and DACH markets; coordinating the Incubator Division through tactical reallocation of 200 agents.

Authored a replicable 90-day spend acceleration framework (+300% to +3000%) and a unified KPI dashboard aligned with the Kirkpatrick evaluation model.

Independent Research — Hybrid Sovereignty

Independent research project on the Italian Golden Power doctrine and the regulation of frontier technology in national security contexts. The thesis examines how state instruments of strategic control adapt to a regulatory landscape increasingly shaped by extraterritorial regimes, sovereign-cloud requirements, and the AI Act.

Working title: Hybrid Sovereignty. Advisor: Prof. Salvatore Fava. Expected publication 2026 under the holding’s private imprint, Mirafiore Editore.

Adjacent research interests: cross-jurisdictional regulatory conflict (EU/US/APAC), the operating doctrine of sovereign technology funds, and the institutional response to platform-scale infrastructure.

§ 03

Costantini & Partners — Founding Mandate

Founded Costantini & Partners in 2024 as the institutional vehicle through which the operating doctrine assembled across the prior decade is deployed for international clients. The holding operates in five practice areas: corporate strategy and legal architecture, capital and performance, AI architecture, executive education, and private publishing.

As architect of the Consistory programme — the holding’s proprietary technology core comprising six modules (Parsifal, Maestro, Parsifal WA, Perseus, Hans Sachs, and the Verdi·Nabucco·Omero operating layer) — he supervises both the architectural design and the deployment of the stack within client engagements. All modules are in active production. None are externally licensed.

Engagements are accepted exclusively upon evaluation of a written brief. The Managing Partner retains direct relationship with all institutional clients.

International Operating Track

Italian citizen, currently based in Italy. Registered AIRE (Anagrafe Italiani Residenti all’Estero) for Thailand since February 2025.

Documented operating presence across Portugal (Lisbon Hub, Meta vendor network, 2021–2023), Greece (Athens, Meta AI training, 2024), Czech Republic, Romania, Georgia, Thailand, and Sinai. Trilingual operation: Italian (native), English (C2 EF SET), Spanish (working).
