Build instruments,
do not sell hours

Three principles, five practices, one operating idea: arbitrage lies in regulatory density, not in verbal complexity.

I.

The why of a holding

Italian advisory has a structural problem: it sells hours, not outcomes. A lawyer bills in six-minute units, an accountant bills per filing, a strategy consultant bills a workshop day. No one has the incentive to close the problem — only to keep it open.

Costantini & Partners was founded on the opposite choice: selling finished instruments. An operational application a physician installs once and uses for ten years to manage Sistema TS billing. A position paper that closes a regulatory dispute. A six-month executive programme that leaves an attendee capable of reading an IFRS bank balance sheet without assistance. An editorial imprint that becomes the reference on a vertical theme.

Instruments, not hours. This determines everything else: pricing, mandate selection, internal organisation, the refusal of horizontal expansion.


II.

Five practices, one logic

The holding's five practices are not five "sectors": they are five ways of exercising the same function — transforming a regulatory, managerial or strategic problem into a durable artefact.

Corporate Strategy & Legal Architecture serves private groups in restructuring operations that require legal and fiscal coherence across multiple jurisdictions. Output: an architecture. Not an opinion.

Capital & Performance applies the same principle to regulated micro-enterprises: physicians, accommodation operators, professionals subject to daily telematic filings. Output: a PWA that reduces six fragmented tools to one. See Capital Studio TS and Capital Hospitality, already in production.

AI Architecture (Consistory) is not "AI consulting". It is the practice of designing automated decision systems for regulated contexts, where error has a cost, and where a generalist model is not admissible. Output: a specific system for a specific client.

Magisterium is executive education that openly declares itself elitist: 6-12 attendees per edition, admission by selection, programme measured in months not hours. Output: a cohort of executives trained on a vertical domain, and the materials developed during the edition.

Mirafiore Editore is the typographic synthesis of the holding's intellectual work. Numbered print runs, private distribution, no commercial sale. Output: books that remain on the desk of those who receive them.

Five practices, one function: turning a problem into a durable artefact. Never sell the problem. Never sell time. Only the artefact.

III.

Mandate selection criteria

Not all mandates are accepted. A boutique that accepts everything stops being a boutique. The operating criteria are four.

First, regulatory density. We look for problems where complexity lies in the law, not in the relationship. A Sistema TS filing is dense: there is an XSD schema, fines, deadlines, an institutional platform with specific technical characteristics. "Generic client support" is not. The first is arbitrable with an instrument. The second is not.

Second, fragmentation of the existing market. We work where today the client must assemble three or four providers (management software + telematic intermediary + accountant + privacy consultant) to cover a single filing. Our opportunity lies in re-composing that mess into a single instrument.

Third, verticality. We are not interested in horizontal mass markets. Capital Studio TS is not "a medical practice management system" — it is "the instrument for Sistema TS billing of the Italian self-employed healthcare professional". The difference lies in the specificity of the promise.

Fourth, durability of the output. We refuse mandates whose value evaporates the moment we deliver. We look for problems where our work becomes infrastructure for the client, not a consumable.


IV.

On the name Costantini & Partners

The name is a declaration, not an aspiration. "Costantini" identifies responsibility: there is a proper name behind every mandate, and that name answers directly for what is signed. "Partners" identifies the modality: not a law firm, not a consulting company, not an agency.

We operate deliberately as an Independent Legal Counsel Practice: not in domestic litigation, not in routine filings, not in recurring assistance. The legal structure is chosen so as not to be required to take on types of work we consider sub-optimal.

Italian holding. International operability. Headquartered in Assisi (province of Perugia), Umbria, by a non-accidental choice: living and working away from the centres of noise helps to maintain the intellectual calm necessary for deep work. The client and partner network is global; the point of application is fixed.


V.

Three non-negotiable operating principles

Radical technical transparency. All code executed on client devices is inspectable through standard browser DevTools. All contractual documents are published. All reference regulatory documentation is cited. There is no black box. Those who want to understand how it works, can.

Local-first architecture. Sensitive data never transits through our servers. As a technical choice and as an ethical choice. A lawyer who manages third-party clinical data through a proprietary cloud is a systemic risk, not a service.

Readable pricing. Single annual fees, no per-operation commissions, no dynamic pricing, no surprises. Predictable cost for the client. Predictable margin for us.


VI.

What we will not do

We will not do ordinary domestic litigation. We will not sell generic consulting hours. We will not take on mandates where the quality of our output depends on the hourly volume billed. We will not accept commissions where the client wants us "to take care of it" without wanting to understand their own architecture. We will not expand horizontally to chase revenue growth.

We will not participate in beauty contests. We will not be searchable on LinkedIn as a keyword-discoverable provider. We will not have generic "case studies" on the website. We will not distribute our essays for free "for visibility".

What we do is specific. What we do not do serves to protect what we do.
